Specifications and instructions to bidders are available from the City Clerk.

The City of Scottsbluff reserves the right to reject any and all bids for any reason deemed necessary, to waive irregularities or informalities in any bid received, and to accept any bid which is deemed most favorable to the City of Scottsbluff at any time and under conditions stipulated in the instructions to the bidders.

Bids received after the specified time of closing will not be accepted.

All proposals, responses, inquiries or correspondence relating to or in reference to this bid, and all reports, charts, displays, schedules, exhibits, and other documents provided by vendors shall become the property of the city when received. Supporting technical manuals will be returned at the request of the vendor. The city retains the right to use any or all system ideas presented in any proposal. Selection or rejection of a proposal does not affect this right.
