Frank Park is located on the north side of East 27th Street between 1st Avenue and 2nd Avenue.
It is just west of Scottsbluff High School, and is the center of an area which includes the 23 Club diamonds and Terry Carpenter park to the north, the Splash Arena pool and Scottsbluff High School to the east, the National Guard Armory to the west, and Pioneer Park and Water Tower Park to the south.

 Frank Park provides picnic areas and shelters, a playground with new playground equipment, a walking path which connects through the baseball diamonds to Carpenter Park, a horseshoe court, restrooms (located just north of the park near the 23 Club diamonds), and is handicapped-accessible.
