Scottsbluff Police History

The city of Scottsbluff was founded in 1900 and the Village Board did not actually consider it needed a Marshall until a couple years later. The first evidence of law enforcement is a mention of payment to "Special Police" for activities such as Forth of July celebrations where the Board minutes list payment of $2 for 3 men for the month of July, 1904. P. B. Gurnesy and S.C.S. Cornari were hired as Special Police on several occasions.

C. M. Baysinger was the first mentioned Marshall of Scottsbluff as indicated by payment of $7.50 for the month of December, 1904. He was also paid $.50 for each dog he killed. On Dec. 19, 1904 the minutes of the Board meeting record payment of $45 to Marshall C.M. Baysinger as Marshall and Street Commissioner. He also received money for dog kills.

In March of 1905, W. F. Ripley became Marshall with no salary mentioned, but $2 per day noted for work on the streets. Mr. Ripley was also a member of the Village Board at the time. On March 6, 1906 the position of Street Commissioner was separated from that of Marshall. A. T. Wathan was appointed at Marshall at $10 per month.

June 5, 1906 the Village Board of Scottsbluff submitted a bond proposal to build a jail. The site was selected on June 27, 1906 with the initial cost of $19.50 paid on July 3,1906. No further costs were attributed directly to the jail, but the first mention of use was not until January 1907. July 3, 1906 W. F. Haynes was appointed as Marshall /Street Commissioner at a salary of $20 per month. He resigned Aug 6, 1906. No mention of the Marshall being replaced until the January 1907 meeting when the salary was fixed at $20 per month and J.M. Bennett was hired on Dec. 31, 1906. He was appointed Street Commissioner on March 7, 1907 and resigned .

May 11, 1911, O.W. Rhodes was appointed as Chief of Police of the City of Scottsbluff, NE. May 31,1911 Patrick Nash was names Chief of Police. At the same meeting W.T. Hill was paid $81 for police duties. On July 14, 1911 was elected as Street Commissioner also. In the budget for 1911-12 $1500 was allowed for Police Hire along with $900 for Officers Salaries. (July 21,1911). May 7,1912, W.H. Goforth appointed Chief of Police.

May 24,1912 Budget set for Police Hire was $1200 and $500 for Officers Salaries.
